(1.) When the matter was taken up for enquiry, there was no representation for the complainant. The Counsel for the opposite parties was present. The case of the complainant appears to be that several letters and other postal articles addressed to him were not delivered to him by the opposite parties officials of the Postal Department. In spite of several representations, no investigation had been done by the concerned people. Therefore, it is necessary that the Postal Authorities (opposite parties) are directed to make investigation of the complainant's complaint to them and make a report to this Commission.
(2.) We are of the view that such a direction cannot be given to the opposite parties by this Commission, that being a very general one. The complainant is not a consumer within the meaning of the Consumer Protection Act. It is not his case that there was any deficiency in service on the part of the opposite parties in respect of any service which he has availed of on payment of consideration. Thus, the complaint is not maintainable. Therefore the complaint is dismissed. There will be no order as to costs.
