JUDGEMENT

(1.) PETITIONER was the complainant before the District Forum, where he had filed a complaint alleging deficiency in service on the part of the respondent.

(2.) VERY briefly, the facts leading to filing the complaint were that the respondents, as a public authority are supplying potable water to all the villagers including the complainant. Since, as per the complainant the water supplied by the respondent was contaminated with sand and silt as a result of which complainants mother had suffered from Cholelithiasis and severe stomach problems/disease; and the factum that Amebiac liver abscess may spread amongst other residents of Nurpur Bedi, due to consumption of such unfit contaminated water, the matter was reported to the Opposite Party several times. When no action was taken by the respondents, a complaint was filed before the District Forum, where the matter was contested by the respondents. The District Forum after relying upon the report of Senior Chemist, dismissed the complaint. Aggrieved by this order, an appeal was filed before the State Commission, which was also dismissed. Hence this Revision Petition before us.

(3.) WE heard the Ld. Counsel for the parties at length and perused the material on record. The basic document in this case is the test report of the Sr. Chemist, which for purposes of facility is reproduced in toto:
