JUDGEMENT

(1.) The complainant applied for ISD/STD connection along with local connection with the Divisional Engineer of the OP Company for the purpose of enhancement of various institutional activities on global basis on 1.8.1998 and deposited Rs. 50 as fees.

(2.) The complainant was informed by the concerned officials of the OP that ISD/STD facility has been connected to his telephone without having done the same or without having washed the secret code of previous consumer. For deficiency in service on the part of the OP, the complainant has claimed compensation of Rs. 15 lacs and also direction to the OP to connect the ISD/STD to his already existing telephone No. 27172845.

(3.) According to the OP, the OB for ISD/STD was issued on 8.5.1998 and as per record these facilities were provided to the complainant on 15.6.1998 vide OB No. 2671607050. It is further pleaded by the OP that the complainant has to use the secret code before dialing the ISD/STD number and without obtaining the code the complainant cannot make use of ISD/STD facility. Since the complainant has not applied for secret code number before using the ISD/STD facility he is not in a position to utilize the facility.
