JUDGEMENT

(1.) Deficiency in banking service of postal department is grievance of complainant.

(2.) Case of complainant is that he purchased Indira Vikash Patra worth Rs.10,000/- on maturity from Belpahed R. S. Post Office on 26.5.1987. These investments matured on 26.11.1992. Complainant applied on 2.11.1992 for encashment through Post Master, Rajranpur in District of Puri. On 8.12.1992, complainant again reminded since he could not encash the same on maturity in absence of confirmation. Again on 6.1.1993, complainant addressed another letter. This amount was badly necessary for treatment of his son who is a heart patient. To save life of his son he filed this complaint on 21.1.1993.

(3.) On receipt of notice dated 3.3.1992, Sub-Post Master, Belpahed sent a reply to the State Commission on 11.3.1993 that intimation has been sent to Sub-Post Master, Belpahed R. S. to send reply. On 16.3.1993 Sub-Post Master Rajranpur sent a reply that complainant has encashed the Indira Vikash Patra on 4.2.1993 at Rajranpur P. S.
