JUDGEMENT

(1.) Has filed this complaint alleging deficiency in service against the State Government causing damage, loss and injury to him. In the petition there is no details given which the opposite party would be in a position to reply. Some documents have been annexed. Valuation of the loss sustained has not been indicated. On 19th April, 1992 a petition was sent by registered post by the complainant which indicates that compensation for the land is claimed at Rs.6,00,000/- according to Article 31 of the Constitution of India. On receipt of the complaint, notice was sent to the complainant to appear on any day between 3.8.1992 and 6.8.1992 to satisfy if the complaint is maintainable. On 24.8.1992, a letter was written indicating how he is suppressed in his services. Criminal Case under Sec.107 Cr. P. C. has been initiated against him. He filed a petition on 2.5.1990 before the Lokpal, Orissa and was heard by Lokpal on basis of which his petition to the Lokpal was directed to the District Magistrate-cum-Collector, Cuttack,

(2.) All these are matters which do not come either within the scope of goods or services as defined under the Consumer Protection Act. Petitioner has not paid for the goods nor has hired any services. Accordingly, the complaint is not maintainable and is dismissed.
