JUDGEMENT

(1.) It is a revision appeal against the order dated 2.1.2003 of District Consumer Disputes Redressal Forum, Fatehgarh Sahib (hereinafter called as 'district Forum' ). We have seen from the original file the Registered A. D. letter by which a copy of the order of the District Forum passed in the complaint was sent to the petitioner-complainant. Report of the postman on the envelope which is in Punjabi reads as under : "is NA BARE KUCH PATA NAHI CHALDA. IS LAI PURE PATE LAI VAPAS JANDI HAI" this report of the postman is not exhaustive. It is pertinent to note that the copy of the impugned order dated 2.1.2003 which is impugned before us now in this Revision, was delivered to the petitioner-complainant by the Postal Authorities on the same address which was given by the complainant in his complaint. But on the earlier occasion, the Registered cover in which copy of the original order was sent by the District Forum remained un-delivered with the note of the same Postal Authorities as reproduced above. It is in these circumstances that the copy of the impugned order dated 10.9.2002 was not received by the petitioner-complainant, perhaps due to the fault of the Postman. It is a right of the complainant to ask for the copy of the impugned order passed against him. Decidedly, the impugned order was not delivered to the petitioner-complainant. In these circumstances in the interest of justice, we find that the petitioner-complainant is entitled to get the order of the District Forum. In these circumstances, this Revision is allowed. Order of the District Forum is set aside. Petitioner-complainant is entitled to get the order of the District Forum. In special circumstances of this case, we direct the petitioner to contact the office of the District Forum and get the copy of the impugned order dated 10.9.2002. Revision is allowed. Revision allowed.
