JUDGEMENT

(1.) Heard the parties.

(2.) The petitioner has challenged the order dt. 09/11/1999, contained in Anexure-2, i.e. the office order issued by the Secretarycum- Inspector General, Registration, Bihar, Patna, whereby after revoking the order of suspension, the petitioner was awarded the punishment of "ËœCensor "â„¢ as well as stoppage of three annual increments with cumulative effect. It was also directed that for the suspension period he will not be entitled to get anything except subsistence allowance.

(3.) The learned counsel for the petitioner submits that without initiating any departmental proceeding the aforesaid order of punishment has been passed.
