JUDGEMENT

(1.) Heard the parties.

(2.) Petitioners in both these writ petitions have approached with the following common prayers:-

(3.) The factual exposition as has been delineated in the writ petition is that the Jharkhand Public Service Commission (for short "JPSC") has published Advt. No. 1/2015 dated 17.08.2015 for the Combined Civil Services Preliminary Text. However, the said advertisement was later on cancelled and it was re-published vide Advt. No. 23/2016 for filling-up 326 posts. The petitioners being eligible in all respects have applied for the same and thereafter, appeared in the Preliminary Test (PT) held on 18.12.2016. Thereafter, the result of the PT was declared but as the same was published category-wise, it was challenged before the Hon'ble Court in W.P.(S). No. 1864 of 2017, upon which amended result was published by the respondent No. 3. It is the further case of the petitioners that on 25.10.2017, a press communique was published by JPSC cancelling the date fixed for Mains Examination till further information. Subsequently, the dates for Mains Examination was announced being 29.01.2018 to 07.02.2018, however, again vide press communique dated 25.01.2018 dates for Mains Examination was cancelled and vide memo No. 1153 dated 12.02.2018, issued by the State Govt., it has been decided that the qualifying marks of the PT shall be considered as per the Resolution dated 27.11.2012 of the State Govt. Para-5 of the said Resolution reads as under:-
