The petitioner has approached this Hon'ble Court with a prayer for direction to the respondent No.4 to fix the pay of the petitioner in the scale of Rs.4500-7000/- with effect from 01.01.1996 which is the replacement scale of Rs.1400-2300/- in the light of the Pay Revision effective from 01.01.1996.
(2.) The petitioner was appointed as Typist-Clerk on the sanctioned post under the erstwhile Dumka Collectorate before the creation of Deoghar District, vide Memo No.351 dated 18.02.1982 issued by the Deputy Commissioner, Dumka in the Pay Scale of Rs.580-860/-.

It is specific case of the petitioner that other similarly situated employees as indicated in the aforesaid paragraphs were subsequently granted benefit of 1st Assured Career Progression vide memo No.280 dated 01.07.2003 and were placed in the pay scale of Rs.5000-8000/- with effect from 09.08.1999 but the petitioner has been illegally discriminated although the petitioner was appointed along with them and granted all the benefits of Time Bound Promotion, admissible increments, pay revision etc. along with them.
