JUDGEMENT

(1.) A supplementary affidavit on behalf of the Secretary, Department of Health & Family Welfare, Government of Jharkhand, has been filed. Mr. Shivendu. Secretary, Health Department, Government of Jharkhand, informs this Court that M/s Arch -en Design, B -1/37, Ground Floor, Hauz Khas, New Delhi -16 has been finally selected as architect/consultant to undertake the upgradation of Sadar Hospital, Ranchi in 500 bedded General Hospital. During this course, three Government of India Undertakings, namely, National Building Construction Corporation; Hindustan Steel Construction Works Limited and Telecommunication India Limited; appeared for empanelment as construction agencies for infrastructures to be developed in health sector. One out of these three will be allowed to undertake upgradation of 500 bedded General Hospital in Sadar Hospital, Ranchi. It is expected that an O.P.D. Section will function within a period of 1 1/2 years to 2 years. The ward will function on completion of upgradation of the hospital i.e. after about 3 1/2 years. A sum of Rs. 3.00 crores has already been sanctioned for this purpose. A chart has been submitted with the status report of Sadar Hospitals for infrastructure development in health sector as shown in the chart, which is quoted hereinbelow: -

(2.) MR . Shivendu informed that a separate plan has been made with regard to manpower, machinery, equipment, operational procedure and other management structure. A status report will be submitted by him in every quarter i.e. after three months.
