JUDGEMENT

(1.) AGGRIEVED by general notice dated 02.05.2015 whereby the Circle Officer has refused to issue residential certificate to the petitioners, the present writ petition has been filed.

(2.) THE petitioners who are residents of Mouza Hazipur Bhitha, Kodar Janna, Ganga Prasad and R.G. Mukarri within Sahebganj district participated in the Junior Engineer Combined Competitive Examination (JECCE) 2014 and they were declared successful in the preliminary test. In terms of the condition in advertisement nos. 01/2014 and 02/2014, before a candidate is permitted to appear in the written examination, he/she claiming benefit of reservation is required to submit original certificates.

(3.) MR . Jai Prakash, the learned Additional Advocate General appearing for the respondentState of Jharkhand submits that, though a part of the Sahebganj district has remained unsurveyed, the petitioners could have produced other documentary evidences in support of their claim of being local resident of district Sahebganj. The learned Additional AdvocateGeneral refers to notification of the State of Jharkhand for issuing caste certificate and submits that, an alternative is also suggested in the said notification whereunder it is provided that the Circle Officer may conduct local enquiry.
