(1.) LEARNED counsel for the State submitted that when the order dated 5th March, 2012 was passed, learned counsel was not aware that the State Government has already constituted a Missing Persons Bureau, which is required under the State Police Manual. It is also submitted that there is complete procedure prescribed for taking steps in a case where it is reported that some persons are missing. This Court in the order dated 5th March, 82012, took note of the fact that a large number of persons, male, female and children, are missing since last more than 4 years and this Court has rightly observed that there may be a large number of cases wherein such reports may not have been registered but persons are missing. It may also be true that because of lack of knowledge and means of the people of the State of Jharkhand and due to poverty, the affected persons may not or could not have pursued their grievances about missing of the persons, particularly children and girls. Be that as it may it will be appropriate to find out whether the said Bureau, i.e., Missing Persons Bureau, is tracing out missing persons or not. Thus, we deem" it appropriate to direct the State Government to submit a detailed report with respect to the persons who have been traced out in tabular form so as to know in what time, how many persons have been traced out, who may be male, female or children.
(2.) AFFIDAVIT may be filed within a period of three weeks.
(3.) IT is made clear that the State Government should make serious endeavor to trace out missing persons as the State may be required to submit report of progress in finding out missing persons.
