(1.) PETITIONER appeared in person and he is practicing Advocate in Jharkhand High Court, Ranchi. He has filed this petition as a citizen of India and stated that he has filed this petition in the spirit of patriotism and brotherhood.

THE petitioner is seeking relief and direction upon the respondents to provide details about the number of peoples, who have come to India from Pakistan during the past cricket matches and how many of them have returned to Pakistan from India. Further prayer has been made that respondents may be restrained from issuing visa to Pakistani people for visiting India to watch the India -Pakistan matches, which are schedule to be held between 25th December, 2012 to 7th January, 2013.

THE petitioner also gave details of the cases, which were lodged against the Pakistani national, who entered into India either without passport or with passport but did not went back to Pakistan, details of which has been given in paragraph 14 of the writ petition. It is submitted that people who came from Pakistan, details of which has been given in chart in paragraph 14 of the writ petition, have been convicted and that has been only a illustrative chart not the complete list of the cases wherein such persons have been convicted. Not only this, as per one of the reports, which has been published in "The Times of India dated 2nd November, 2012 about 5000 Pakistani Cricket fans may be issued visa for the forthcoming matches. The petitioner has also placed on record an article published in the newspaper "The Hindu in its edition dated 11th November, 2012, which says that any Pakistani cricket fan who wants to visit India to watch the upcoming India -Pakistan matches will have to an Indian Sponsor to get visa. In this news, it has been pointed out that twelve Pakistani spectators, who came to India to watch the bilateral series in 2007 did not return and are yet to be traced. The petitioner also placed on record, one Computer Print Out, Annexure -5 to the writ petition, with heading "India -Pakistan Relations: Recent Developments , which according to the petitioner is the information available on the website of External Affairs. Then, one news published in "Times of India dated 8th September, 2012, wherein it has been informed that some pact has been signed between India and Pakistani about visa policy.
