(1.) Learned counsel for the respondent State seeks time to file counter affidavit.
(2.) Despite the memo of the petition was served upon the office of the Advocate General on 15 th October, 2009, till today no counter affidavit has been filed. Nowadays it has become fashion in this High Court by the State not to file counter affidavit for the years together without the order of the Court. Previously also, in more than half a dozen cases, this Court has directed the Chief Secretary to look into the matter and to pass circular for his subordinate Secretaries and such other high ranking officer to quickly file the counter affidavit in the writ petition, filed against the State of Jharkhand in the High Court.
(3.) The Chief Secretary, State of Jharkhand, Ranchi is requested to look into the matter for issuance of circular for his subordinate Secretaries and such other high ranking officers.
