JUDGEMENT

(1.) BY the Court 1. All the parties agree, broadly and generally about the imperative need of Chhotanagpur Law College, Ranchi being presently governed by the Governing Body, to be made a constituent of Ranchi University and the steps to be taken immediately for achieving this purpose. Parties also agree, broadly and generally that presently the college is housed in a very shabby and insufficient accommodation and that a new accommodation for the college is required on a sufficient piece of land and that the Government of Jharkhand should lend its helping hand for this purpose. Actually this problem can be easily sorted out, once the college becomes a constituent of Ranchi University so that the Ranchi University, in collaboration with the State Government itself can take steps for constructing a building for the law college.

(2.) THE parties also agree that instead of the present annual system of examination in vogue, semester system should be introduced. Whereas the introduction of semester system of examination for such students who are presently in the third year or second year of Studies may not be possible or feasible, but for such students who are in the first year, it is both possible and feasible. Parties, therefore, agree that semester system should be introduced from January. 2002 itself, both for the current first year students and for such students prospectively who would enter the institution on and from the next academic session.

(3.) BASED on the aforesaid observations, we dispose of this petition by passing - the following order and issuing hereinbe!ow mentioned directions : - -
