JUDGEMENT

(1.) Heard the parties finally.

(2.) Petitioner's grievance is that respondent No. 3 (Dr. Anjani Kumar Srivastava) has been wrongly given 10 marks for administrative experience for which nothing was indicated in the advertisement. It was also not indicated as to working on which posts will be considered as administrative experience. It is further submitted that at the time of interview, petitioner also submitted the certificate of administrative experience dated 21.2.2007 (Annexure-6) but no marks were given to him on that count and that if 10 marks were not given to respondent No. 3, petitioner would have been appointed to the post of Director Higher Education pursuant to the Advertisement No. 12/2006.

(3.) Mr. A. K. Sinha, learned senior counsel, appearing for Jharkhand Public Service Commission (J.P.S.C. for short), submitted that the marks were allocated as per the resolution of J.P.S.C. dated 3.9.2004; and that how the marks would be allocated was not required to be mentioned in the advertisement.
