Learned counsel for the petitioner submitted that much time has been taken by the concerned respondent authority for giving the sanctioned amount by the State and though the bills have been sent to the Treasury Office at Ranchi, for some unknown reasons, the concerned officer is sitting tight upon the said bills and is not releasing the legally payable amount to the petitioner and, therefore, let the amount be paid to the petitioner with interest upon the principal amount, payable to the petitioner.

Learned counsel for the petitioner submitted that a detailed counter affidavit has been filed, wherein also, it has been stated in paragraph no.5 that the amount has already been sanctioned by the Government and the necessary bills have been sent to the Treasury Office at Ranchi for grant of money to the petitioner.

It is submitted, in view of the aforesaid submissions, by the learned counsel for the petitioner that though the affidavit has been filed in this case on 9th October, 2009, even in the month of April, 2010 also the amount has not been paid by the respondents, except one of the amounts. Total there are three bills and two bills have not yet been finalized.
