JUDGEMENT

(1.) The newly added respondent Nos. 5 and 6 have appeared through lawyer though no counter affidavit has been filed on their behalf.

(2.) It appears that the counter affidavit on behalf of the respondent State has nevertheless been received way back in 2007.

(3.) Heard counsel for the petitioner and counsel for the respondent State though none appears on behalf of the Respondent Nos. 5 and 6.
