JUDGEMENT

(1.) Heard Mr. Parsa Ananta Nageswara Rao, learned Government Pleader attached to the office of learned Advocate General for the appellants and Mr. P. Sri Raghuram, learned Senior Counsel representing Mr. A.Prabhakar Rao, learned counsel for the petitioners.
