(1.) The present contempt appeal is directed against an order dated 20.01.2021 passed by the learned Single Judge in C.C.No.802 of 2020 filed by the respondent/writ petitioner stating that there was non-compliance of the order dated 11.12.2019 passed in W.P.No.27435 of 2019.

We may note that the captioned writ petition was filed by the respondent/writ petitioner raising a grievance with regard to the inaction on the part of the respondent authorities in dealing with various representations made by him complaining about unauthorised disbursal of money in favour of several private individuals, impleaded in the writ petition as the respondents No.8 to 28. Taking note of the nature of complaints made by the respondent/writ petitioner, the appellant was directed to consider the same and take necessary action in accordance with law. Though no specific timeline was fixed for deciding the representations, however, the appellant was expected to decide the same within a reasonable period of two months. The period of two months, reckoned from 11.12.2019, would have expired on 10.02.2020. Noting that the contempt case was filed on 08.09.2020 and even when the petition was listed before the court on 11.10.2020, there was no compliance made by the appellant, the court called upon him to file a counter affidavit.

In the counter affidavit, it was stated on behalf of the appellant that the representation dated 29.10.2018 made by the respondent/ writ petitioner was referred to the Revenue Divisional Officer and others for necessary action and that the said representation was also referred to the Lead District Manager, Khammam and to the Andhra Pradesh Grameena Vikas Bank.
