JUDGEMENT

(1.) Mr. Prateek Kasliwal, learned Amicus Curiae, has filed a detailed statement dated 18.05.2019 with reference to each of 45 directions, based on the recent inspection carried by the District and Sessions Judges of the concerned place, where nine Central Jails are located.

(2.) It is quite unfortunate and regrettable to notice that despite direction-wise time frame given in the order of this court dated 27.01.2016 and subsequent order dated 25.07.2018, most of the directions have still not been complied either in part and in some cases, in full. In the said orders, it was also indicated as to which department would be responsible for compliance of different directions. We direct the Chief Secretary, Government of Rajasthan, Jaipur to convene a meeting with the Secretaries of the concerned departments to get the orders aforestated complied with positively. Such meeting may also be attended by the learned Advocate General Mr. M.S. Singhvi and learned Amicus Curiae Mr. Prateek Kasliwal. The Chief Secretary should file his own affidavit positively on or before the next date indicating the extent of compliance and name of the officer and the department responsible for non-compliance of the orders of this court.

(3.) Learned Amicus Curiae has filed further report of inspection on 14.05.2019 based on his visit to High Security Jail, Ajmer, and the Central Jail, Ajmer on 18.04.2019 and the Central Jail, Jodhpur on 19.04.2019. His impressions on each aspect with regard to those Jails should also be considered in the aforesaid meeting, especially those which deserve to be given the highest priority. Regarding High Security Jail, Ajmer, his complete report has listed issues about complete absence of CCTV cameras in High Security Jail, Ajmer, installation of water purifier and water cooler, installation of STD/Telephone booths, Video Conferencing room, non-availability of sufficient challani guards, establishment of Udyog Shala, procurement of utensils for the kitchens and the roti maker, establishment of sewage pipelines, lighting facility in the cells during night time, making the visiting room functional, weekly visit of the psychiatrist posted in the Central Jail, Ajmer to High Security Jail, Ajmer, installation of the baggage scanner at the jail entrance and the door metal scanner, providing direct water supply in toilets/bathrooms, filling up the vacant posts of the staff and repair of the staff quarters.
