(1.) The petitioner has preferred this writ petition under Article 226 of the Constitution of India with the following prayers:
(2.) On 01.10.2012, the petitioner was appointed as Nursing Assistant for one year. The first extension was granted on on 31.07.2013 and second, third and fourth extensions were granted on consecutive dates after completion of one year. The fifth extension was given on 08.07.2017 whereby the services of the petitioner was extended from 24.07.2017 to 23.06.2018. The period of extension was however reduced for no justifiable reason. The respondents are bent upon replacing with some other candidates.

The policy of the respondents regarding ECHS Polyclinic being run for the defence personnel was strictly applied for the purpose of petitioner in spite of that the respondents have taken the steps to replace the petitioner. The original scheme flouted by the Ministry of Defence, Union of India introduced the Ex- Servicemen Contributory Health Scheme providing medicare to ex-servicemen and their dependents through a network of polyclinic and service medical facilities spread across the country. The scheme was a contributory scheme and all the staff admittedly was to be on contractual basis. The Scheme stipulated the Medical Officer, Specialist, Dental Officers, Officer In-charge Polyclinic and other Nursing Assistant, Laboratory Assistant and Dental Assistant for running such polyclinic.
