JUDGEMENT

(1.) Heard learned counsel for the parties.

(2.) RPSC issued an advertisement on 06.08.2013 inviting applications from eligible candidates to fill up 146 notified vacant posts of Motor Vehicle Sub Inspector. The appointment and service is governed by Rajasthan Transport Subordinate Service Rules, 1963. In terms of the Rules, eligibility criteria mentioned in the advertisement was that a candidate should possess minimum qualification of Secondary Examination from a recognised Board with a diploma in Automobile Engineering (3 years course), or a diploma in Mechanical Engineering awarded by the State Board of Technical Education (3 years course). Work experience of at least one year in a reputed Automobile Workshop which undertakes repairs of light motor vehicles and heavy goods vehicles as also heavy passenger motor vehicles fitted with petrol and diesel engines was also a requirement.

(3.) Issue concerns the work experience. The appellant relied upon a work experience certificate issued to him on 15.11.2011 by Rajasthan Diesel Motor, an authorised service centre for Ashok Leyland vehicles as also a certificate dated 02.03.2013 issued by Arti Motors, an authorised service centre for motor vehicles established by BOSCH, a company which manufactures motor vehicles spare parties. The former certificate certifies that the appellant had worked with Rajasthan Diesel Motor from 10.09.2010 till 10.11.2011 which workshop services diesel automobile. The latter certifies that the appellant worked with Arti Motors from 01.12.2011 till 28.02.2013 and that the workshop services petrol as well diesel vehicles.
