JUDGEMENT

(1.) The petitioner by this writ petition seeks to challenge Annexure-3 dt. 11.4.2005 whereby the he has been granted selection by computing his services from 17.2.1998.

(2.) Earlier the petitioner filed writ petition No. 3255/2003 for direction to be given benefit of selection grade on completion of 9, 18, 27 years of service as per order dt. 25.1.1992. Pleading that he was initially appointed as work charge supervisor vide order dt. 23.11.1973. Then, he was made semi permanent. Thereafter he was appointed as J.En. Vide order dt. 18.1.1997. That writ petition was allowed, and the respondents were directed to grant selection on completion of 9, 18, 27 years of service in compliance of the order dt. 25.1.1992. That has accordingly been granted vide Annexure-3. The question then raised is that his services may be computed from the date of initial appointment being 26.11.1973.

In my view, the question as to from what date the services are to be computed for the purpose of calculating entitlement to grant of selection scale on completion of 9, 18, 27 years of service is clearly a service matter, which is cognizable by the Rajasthan Civil Service Appellate Tribunal. In view of the above, availability of alternative remedy, I am not inclined to entertain the present writ petition. The same is, therefore, dismissed summarily.
