JUDGEMENT

(1.) AN ASPECT OF CERTIFICATION OF FILMS IN INDIA Film is a popular mass communication media and has been a policy to encourage the concern as an Industry. Cinema, theatres, televisions, Videos etc. are now necessary entertainments everywhere. Increase of population in urban areas has caused paucity of places for recreation and cinema -going has become a necessity in busy human lives. Television and video being common luxuries beyond the reach of an average, film -going has become indispensable for the people. Screen image has been the patronage of courage and sacrifice reflecting the morales in the society. It is also the national image (partly) in the international field. It usefulness has not only been considered for commercial purposes as an 'Industry', but also to maintain at as a 'mass -communication -media'.

(2.) TILL sixties the films concentrated on the theme of patriotic dedications, old and new, and some times confined to expose the situational and occupational evils of society. During seventies, the films concentrated mostly on crimes like murder, dacoity, robbery on crimes like murder, dacoity, robbery, rape committed by villian or the hero added with affray, fighting, eve -teasing, romance etc. culminating with punishment or repentance. The era showed a marked increase in market and interest of cine goers for such films. The continuing era of eighties has shown a tendency to image the break down of the machinery of State in enforcing its laws and maintaining an orderly society. The present trend of individualization by victimization of heroes facing crisis out of the way by impeaching the rule of law has brought us to the present terrorist order. It has not only harped at the system of legislative representation but also the ineffectiveness of the law and its enforcing agencies on obvious grounds.

(3.) IN ARDHA SATYA, the dutiful, honest police officer was prevented from discharging his lawful duties by his superior officers and hooligan politicians. He was scandelised due to his loyalty for duty and obedience to authority. He was trapped and doomed by them to such an extent that he lost faith and confidence in law and law enforcing agencies. Re proceeded even to the extent of committing murder to quench his unsatisfied vengeance. This (theme) indicates and incites public unrest.
