(1.) The petitioner, after having participated in the recruitment process, in response to advertisement dated 6th September, 2011, for the post of Accountant, has instituted the present writ application, praying for the following relief(s):

Learned counsel for the petitioner, reiterating the pleaded facts and grounds of the writ application, has emphitically argued that under Clause 6 of the advertisement, the essential qualifications mentioned for the post of Accountant, have been detailed out, which required a candidate, to be a graduate along with the qualification of computer as contemplated in the advertisement.
(3.) According to the learned counsel, the petitioner is in possession of the qualification of computer. It is further contended that the purpose of the computer knowledge is only the basic requirement as would be evident from the information available on the website of the State of Rajasthan with reference to the Rajasthan State Certificate in Information Technology (for short, 'RS-CIT').
