JUDGEMENT

(1.) The explanation for delay is found to be good and sufficient. The delay in filing the Special Appeals is condoned. The applications under Section 5 of the Limitation Act are allowed.

(2.) We have heard learned counsel appearing for the State of Rajasthan.

(3.) The State, as appellant in all the three Special Appeals, is aggrieved by the judgment of learned Single Judge, dated 04.04.2014, by which he has held that the change in the eligibility criteria in respect of age from 30 to 35 years in the selections for appointment as 'Krishak Mitra' (farmer's friend), through Gram Panchayat of various places, will be applicable prospectively, from the date when the decision was made and the Scheme was amended.
