BOTH the learned counsel for the parties state at Bar that the controversy involved in the present writ petition has been set at rest by a coordinate bench of this Court while deciding the writ petition being SBCWP No. 12972/2011 - Surya Singh & Ors. Vs. State of Rajasthan & Ors., decided on 27.11.2013, wherein the coordinate bench of this Court while following the directions issued in CW No. 2998/2011 - Sahab Ram & Anr. Vs. State & Ors., has disposed of the writ petition and held as under: -
