(2.) These cases have a chequered history, which needs to be narrated before coming to the merits of the case.

(3.) Shri Panna Lal Patel, the petitioner applied for mining lease of 10,000 sq.m. for mining serpentine (green marble) near village Duchki (Rohanwara) Tehsil and District Dungarpur on 27.08.1991.
