JUDGEMENT

(1.) In continuity of the proceedings held in this matter on the last occasion, it is informed by the learned counsel for the Municipal Corporation that the reports have been called in relation to all such high-rise buildings, where the questions of provision of parking and deviation of plan are there. It would be expected of the Municipal Corporation to place all such facts as also the report/s received and so also the action taken in the next meeting/meetings of Monitoring Committee.

(2.) As regards the operation of CCTVs and the fault found on the last occasion about want of complete data of the owner of the several of the vehicles whose images were captured in CCTVs, the learned Additional Advocate General submits on instructions that the Transport Department and the Traffic Police have now put the things in place; and the datas in relation to all 545 cases earlier not found available have been obtained and challans have been filed. It is also submitted that e-challan system has been strengthened and complete particulars are obtained and actions are taken on the very given day. It is also submitted by the learned Additional Advocate General that further procurement of hand-held Cameras is in the process and then, such Cameras would be available with the Traffic Police to take the images of the vehicles violating the traffic requirements.

(3.) As regards tackling of the problem of polluting vehicles on the roads, the Transport Department appears to be yet wanting in seriousness in attending on all its requirements. The learned Amicus Curiae also submits that major aspects relating to the polluting vehicles is yet to be taken care of. It would be expected of the learned Collector chairing the Monitoring Committee to specifically and seriously take note of the shortcomings or laxity on the part of any of the Officer/Department having co-relation with the management of traffic in the City. So far as the Transport Department is concerned, it being primarily responsible with all the fundamental aspects relating to registration of the vehicles and for permitting them to take to the roads, it goes without saying that any laxity on its part is required to be viewed more seriously.
