(1.) THIS is yet another matter where the persons concerned with the Home Department of the State are simply coming out with failures, so far the requirement of tracing the missing person is concerned. In this case, the missing person is said to be a child, in about 2 1/2 years of age.
(2.) ON 06.02.2013, a co-ordinate Bench found it to be rather a sad state of affairs that the Government agencies were not acting with the pace as requisite in the cases of missing persons and abduction of minor children. An apprehension about attack on the child by some wild animal was also found to be bereft of any foundation; and the Commissioner, Jodhpur Commissionerate, was summoned to attend the Court.
(3.) IT is a pathetic state of affairs that a substantial number of habeas corpus petitions are pending in this Court where the persons concerned with the Home Department are coming out only and only with failure reports for one reason or another. It appears that creation of a so-called Civil Right Cell has turned out to be a matter of empty formality. It is a very serious question as to whether the concerned personnel are at all sensitive towards the needs of the society and so also, towards their duties.
