(3.) IT appears that letter petition has been sent directly to this Court, without approaching the District Parole Advisory Committee first. It has been mentioned in the petition that this Court has already taken a view in D.B. Civil Parole Writ Petition No.2138/2011- Umesh Kumar @ Munna Singh Vs. State of Rajasthan, decided on 15.06.2012 that during pendency of appeal, the subordinate authority should not grant parole to a convict.
