JUDGEMENT

(1.) This special appeal has been preferred by the appellant-petitioner under Section 18 of the Rajasthan High Court Ordinance, 1949 against the order dated 11.9.2002 passed in S.B. Civil Writ Petition No. 3459/2002 by which the learned Single Judge dismissed the writ petition filed by the appellant-petitioner.
