JUDGEMENT

(1.) BOTH the learned counsels submit that the controversy involved in the present case is squarely covered by a decision of co-ordinate Bench of this Court in the case of Dr. Bhagirath Mal Chitlangi vs. State of Rajasthan & others (SBCWP No.11927/2010), in which this Court observed as under:
