JUDGEMENT

(1.) A letter has been received from Khurshid Ahmed, a convicted prisoner incarcerated in Central Jail, Jodhpur which has been treated as a letter petition by this Court. Vide order dated 23.1.2012, this Court had appointed Mr. Firoz Khan as an amicus curiae on behalf of the petitioner.

(2.) Mr. Firoz Khan, submits that although the petitioner has applied for his first parole of twenty days, his case has not been considered ostensibly on the ground that the Director General Prisons, Jaipur is yet to receive the reports of the concerned authorities namely, the District Magistrate, Gonda (Jharkhand), the Social Welfare Officer, Gonda, (Jharkhand), and the S.P. Gonda (Jharkhand), as well as the reports of District Magistrate, Pali, the S.P. Pali, and the Social Welfare Officer, Pali.

(3.) It is the duty of the respondent to ensure that the reports are received within a reasonable time. Therefore, this Court directs the District Magistrate, Gonda (Jharkhand), the S.P. Gonda, (Jharkhand), the Social Welfare Officer, Gonda (Jharkhand), as well as the District Magistrate, Pali, the S.P. Pali, and the Social Welfare Officer, Pali to submit their reports within a period of one month to the Director General Prisons. The Director General Prisons is directed to decide the case of the petitioner within a period of three weeks, thereafter.
