JUDGEMENT

(1.) FROM what has been given out today before the Court, prima facie, it appears that since after the last date of hearing i.e., 29.11.2012, the Chief Secretary of the State reflected over the seriousness of the matter and did personally visit the city with the Principal Secretary, Urban Development and Housing Department; the Collector, Jodhpur; the Commissioner of Police, Jodhpur; the Dy.Secretary-III, Urban Development Department; the Senior Town Planner, Urban Development Department; the Commissioner, JDA; the Dy.Commissioner of Police(East); the Secretary, JDA; the Commissioners, Municipal Corporation; and the Engineering Staff of JDA, Public Works Department and National Highway Division alongwith the learned amicus curiae M/s Ashok Chhangani, Pankaj Sharma, Vipul Singhvi and L.K.Purohit.

(2.) SEVERAL of the things/aspects taken note of and instructions given by the Chief Secretary have also been placed on record.

(3.) AS regards the meeting of the Traffic Control Board of JDA, now when it is noticed that a Monitoring Committee has been constituted, which is to be headed by the Collector, Jodhpur and is supposed to meet every week and to regularly keep the Chief Secretary informed about the progress, we consider it proper and hence relax the orders earlier passed in this matter as regards holding of the regular meetings of the Traffic Control Board; and leave it to the discretion of the Chairman of the Traffic Control Board to convene the meetings of the Board as and when required. However, it shall be expected of the learned Additional Advocate General to place on record of this petition regularly the proceedings of the Monitoring Committee. It would also be expected that in the Monitoring Committee, the four amicus curiae who had visited the city with the Chief Secretary would also be extended the invitation to attend and when attending, their views would be duly taken note of.
