JUDGEMENT

(1.) IN this PIL matter, where the mismanaged traffic system in the city of Jodhpur has been of prime concern, ever since 31.05.2012, this Court has noted assurances after assurances on the part of the authorities concerned about their taking of all the requisite steps; and has also noted their consistent failure to do all the needful. After granting opportunities after opportunities, this Court had to observe on the last few occasions that the system of municipal and urban governance is heading towards failure in the city of Jodhpur; and adverse orders were required to be passed against the erring officers. Two days' back, i.e., on 06.11.2012, when we proposed to pass such adverse orders including attachment of salaries of the officers concerned, the learned Additional Advocate General Mr. G.R. Punia and the learned counsel Mr. R.S. Saluja submitted that the authorities have, in all probability, understood the gravity of the matter and shall do the needful expeditiously. We deferred the matter to this date.

(2.) TODAY , we have extended opportunity of hearing to the concerned present in the Court.

(3.) MR .Pankaj Sharma further submits that on the roads visited by him, there are several encroachments either made or attempted to be made, as has been indicated by him in his written report. Mr.Sharma further submits that the Municipal Corporation seems to have taken up some task of providing cleanliness to the city but at several places, garbage is found collected and has not been removed.
