(1.) AT the request of parties, final arguments were heard and writ petition is being disposed off.
(2.) THE petitioner has preferred this writ petition challenging orders dated 18th October, 2004, 20th April, 2005 and 17th July, 2007. Vide order dated 20th April, 2005, Central Administrative Tribunal, Jaipur Bench(hereinafter referred to as 'the Tribunal') dismissed Original Application No. 170/2005 filed by the petitioner. Vide order dated 17th July, 2007, the Tribunal dismissed Review Application No. 17/2005 in Original Application No. 170/2005 filed by the petitioner.

THE petitioner again filed Original Application No. 602/1993 before the Tribunal with a prayer that respondents be directed to treat the applicant as a substantive appointee on the post of TI from the date he was appointed to the said post and he may be granted benefit of further promotion in the cadre of Traffic Inspector. One of the prayers, amongst others, was that the respondents be directed to grant promotion to the applicant in the cadre of Station Master, as the applicant qualified the suitability and selection test in the aforesaid cadre. The case of the applicant in nutshell was that he be promoted to the higher posts/scales of Traffic Inspector, Station Master and Station Superintendent.
