Learned counsel for the petitioner submitted that the issue involved in the present writ petition has been considered by a Coordinate Bench of this Court at Principal Seat, Jodhpur in the matter of Harendra Vs. State of Rajasthan & Anr., S.B. Civil Writ Petition No.3656/2020 (Annx.2) vide order dated 18.03.2020 which reads as under :-
