JUDGEMENT

(1.) Learned Special Judge-cum-Additional Sessions Judge, Ajmer, vide letter dt. 3-6-1999 has referred the following question for the decision of this Court :-

(2.) The question of law being of general importance we thought it proper to invite the members of the Bar to assist the Court in deciding the same.
