(1.) Heard Shri Govind Mathur for the petitioner, Shri R. L. Jangid for respondents Nos. 1 and 2 and Shri A. K. Sharma for respondent No. 3.

(2.) Power on behalf of respondent No. 3 was earlier filed by Shri D. D. Thanvi. He wanted to withdraw his power for certain personal reasons. His request was allowed and Shri A. K. Sharma was heard for respondent No. 3.
