(1.) Petitioner did her graduation from the Global Open University, Nagaland through distance mode. She subsequently took admission in the B. Ed course in NSM College of Education, Anand Nagar, Jammu which is stated to be a recognized and affiliated institute with the University of Jammu. However, the admission of the petitioner in the said college was provisional, subject to verification of the degree and recognition of the University, from which she had obtained the bachelors degree.
(2.) A communication dated 10.09.2015 was addressed by the Global Open University, Nagaland to the Principal, NSM College of Education, Jammu, certifying that the petitioner had completed the course from the Global Open University, Nagaland Dimapur Headquarters through distance mode.
(3.) Vide Communication dated 16.09.2015, the University, however, admits that the Global Open University, Nagaland is recognized by the University Grants Commission, New Delhi as per office letter dated 26.09.2014. However, the basis of the University of Jammu to deny to the petitioner the benefit of her admission in the NSM College of Education, Jammu is the University Notification dated 05.10.2005 and Communication dated 29.07.2013, which read as under:-
