(1.) A Full Bench of this court in Aftab Ram v. State of J&K reported in AIR 1970 J&K 132, relying upon the judgement of the Supreme Court in Rajasthan State Electricity Board, Jaipur v. Mohan Lal, AIR 1967 SC 1857, wherein it had been held that (at p. 1863) :
(2.) SUBSEQUENTLY , in Sukhdev Singh v. Bhagat Ram, AIR 1975 SC 1331, their Lordships of the Supreme Court, while considering the expression 'other authorities' in Article 12, opined that the said expression was wide enough to include within it every 'authority' created by a statute and functioning within the territory of India or under the control of the Government of India. Their Lordships went on to hold that the Life Insurance Corporation of India, the Oil and Natural Gas Commission and the Industrial Finance Corporation were all 'authorities' within the meaning of Article 12 of the Constitution and, therefore, the Rules and Regulations framed by these statutory corporations had the force of law and their employees had a statutory status. After an extensive review of the case law on the subject their Lordships held (at pp. 1345, 1347) :
