JUDGEMENT

(1.) J & K Services Selection Board issued an Advertisement Notice no.09 of 2013 dated 21st June 2013, inviting applications from eligible candidates for participating in selection process for various State/Divisional/District Cadre posts in various Departments of J & K State. 36 posts of Physical Education Teachers (PETs) to be filled in Technical Education/Youth Sports Services Department, were also advertised. 24 posts of PETs were meant for Open Merit (OM); 04 posts for RBA; 03 posts for ST; 01 post for ALC; and 01 post for OSC. Minimum qualification prescribed and notified for the post of PET was Matric with Certificate course in Physical Education. However, preference was indicated to be given to such candidates, possessing outstanding sports career and to those physical Education Graduates having outstanding sports career or with basic course in mountaineering and skiing.

(2.) Petitioner, amongst other candidates, responded to aforesaid advertisement notice and partook in selection process.

(3.) Selection List for the post of PET, District Cadre Ganderbal, has been issued. Petitioner does not find place in Selection. Aggrieved, she has come up with writ petition on hand. She claims to have to her credit Bachelor as well as Master of Physical Education (B.P.Ed and M.P.Ed). She has placed on record a Certificate issued by Directorate of Physical Education and Sports, certifying that she has participated in Adventure Camp Women from 8.11.2010 to 14.11.2010 at Gulmarg, Kashmir. She has also appended a Merit Certificate, in which it is certified that petitioner participated as a Player in 17th Senior National Tennis Ball Cricket Championship 2006 at Indira Gandhi Municipal Stadium, Vijayawada (A.P.) from 2 nd to 5th November 2006 and given 3rd Place in Team's position.
