Question that has been posed by the petitioner is as to whether "co-operative training is an essential qualification for the post of Junior Supervisor/Sub-Auditor", which is a post borne on Jammu & Kashmir Co-operative Non-Gazetted (Subordinate) Service (hereinafter the Service). Heard. I have perused the record.
(2.) Facts which are admitted and essential in regard to the above question are briefly these:
(3.) Pursuant to advertisement notice No. 6 of 2005 dated 21.11.2005, petitioner applied for the post of Junior Supervisor/Sub-Auditor for District Cadre, Anantnag, under open merit category. Private respondents, 4 to 6, also applied for the same post under the same category. Selection process was initiated and completed by the Jammu & Kashmir Service Selection Board (for short the Board). Petitioner had applied on the strength of her qualification as 10+2 and diploma in Co-operative. She got 26.50 points for 10+2 and 9.19 points for diploma in Co-operative and thus obtained total 35.69 points. On the other hand, respondent No. 4, on the basis of her M.Sc. degree in Sericulture, obtained 58.28 points, respondent No. 5, on the basis of his M.Sc. degree in Chemistry, obtained 57.92 points and respondent No. 6, on the basis of his M.Sc. degree in Physics, obtained 56.98 points. Last selected candidate in the open merit category had obtained 56.98 points. In the result, private respondents came to be selected and the petitioner, having secured less than 56.98 points, was not selected.
