THE petitioners in writ petitions No. 235 and 236 of 1985 seek the quashing of Govt. orders No. 13 of 1983 dated 21 -12 -1983, No. 14 of 1983 dated 24 -2 -1983 and No. Fst -27 of 1983 dated 7 -4 -1983 by which the private respondents in those petitions have been promoted to the posts of Chief Inspectors in the pay -scale of Rs 825 -1240. In writ petitions No. 1102 and 1007 of 1986, the tentative seniority list in the cadre of Tehsil Supply Officers, has been challenged with a prayer for a direction to the respondents to make necessary correction in the seniority list showing the date of initial appointment of the petitioners therein in the cadre of Tehsil Supply Officers.

PETITIONER Abdul Rashid Lone (in writ petition No. 236/83) claims to have joined as Tehsil Supply Officer (TSO, for short hereafter) in the pay -scale of Rs. 280 -520 against a clear vacancy in the year 1974 when respondents 4 to 10 in that petition were holding and working in a lower scale and junior to the said petitioner. He claims to be holding the appointment without any break in the higher grade. It is further submitted by the petitioner that he was directly recruited as TSO on the basis of higher qualification being graduate whereas the private respondents in his petition are stated to be matriculate and non -matriculates. Respondents 4 to 10 in his petition are alleged to have been promoted as Chief Inspectors vide the orders impugned in the writ petition completely ignoring the merit, suitability and seniority of the petitioner.
(3.) PETITIONER Iftikhar Ahmed Kirmani (in writ petition No. 1037/85) claims to have been appointed as Tso/Supervisor in the pay -scale of Rs. 280 -520 against clear vacancy on 9 -7 -1973. He also claims to have been continuously serving the department but ignored in the matter of promotion without any just cause.
