JUDGEMENT

(1.) PETITIONER has approached this Court* for issuing writ of mandamus commanding the respondents to correct his date of birth in his matriculation certificate.

(2.) THE case of the petitioner is that he passed the matriculation examination from the Bihar School Examination Board, Patna in the year 1970. Since his date of birth in the matriculation certificate was recorded as 23,6.1952 instead of 23.6.1954, he filed a representation for neceseary correction to the Regional Deputy Director of Education, Bhagalpur in the year 1977. His date of birth was not corrected for a considerable long time and therefore, he filed another representation to the Secretary, Bihar School Examination Board, Patna on 28.3.89. But he also did not correct the date of birth of the petitioner. Hence this writ petition.

(3.) THIS writ petition has been filed on 27.8.1977 for correction of the date of birth of the petitioner in his matriculation examination of the year 1970. The writ petition suffers from laches which have not been properly explained.
