JUDGEMENT

(1.) THIS writ petition has been filed seeking a direction to the Managing Director, Bihar State Minorities Financial Corporation Ltd., for disbursement of loan under the "Term Loan Scheme" relating to minorities category, to the eligible persons from the districts of Chapra, Gopalganj and Vaishali. It is alleged that under the "Term Loan ' Scheme" for minorities category in the financial year 2005 -06 and 2006 -07, although large number of applications have been received from unemployed persons from three districts aforementioned and all necessary formalities have been completed. Yet their applications have not been considered and loan under the scheme has not been disbursed.

A supplementary affidavit has been filed by the petitioner and along therewith Annexure -4 has been annexed to demonstrate that one hundred six applications are pending from the district of Chapra, twenty eight applications are pending from the district of Gopalganj and seventy one applications are pending from the district of Vaishali. In our view, it needs no emphasis that the Managing Director, Bihar State Minorities Financial Corporation Ltd., is expected to process the applications received under the "Term Loan Scheme" of minorities category in accordance with its object and spirit. The whole aim and object of the scheme may get frustrated if the applications are kept pending for indefinite period and no decision is taken thereon by the concerned authority. The whole idea of such scheme is to enable unemployed youth from minorities category to provide them some financial support to enable them to be self -engaged and self -employed.

WE are, thus, satisfied that the following order shall meet the ends of justice: - The Managing Director, Bihar State Minorities Financial Corporation Ltd., shall ensure that the applications from the district of Chapra, Gopalganj and Vaishali for availing the loan under the "Term Loan Scheme" relating to minorities category, are processed as early as possible and in no case later than three months from today and the applicants, who are found eligible are disbursed loan under the said scheme accordingly on execution of requisite and necessary documents.
