(2.) LEARNED counsel for the petitioner confines this application only with regard to grant of first time bound promotion, so far the petitioner is concerned.

(3.) LEARNED counsel for the State in view of this statement made in the counter affidavit, however, submits that necessary decision will be taken in the matter after due consultation with the Finance Department as early as possible.
