(1.) A third supplementary counter affidavit, pursuant to orders of this Court, has been filed today on behalf of the respondents. Pleadings being complete, with consent of parties, this writ petition has been heard for its final disposal at this stage itself.

(2.) The facts of the case are not in controversy any more.

(3.) It is the question of right that has to be decided in the present case.
